Guest Speaker: Al Sanderson discussed the objectives of the Alberta Land Use Framework - to tie economic, environmental and social needs for the province together so all land use is supportive of the plan - seven regional plans which can include conservation so no development is allowed.
For efficient use of land, the plan is to eliminate multiple land use roads and power lines (etc) per oil company and forestry company - priority regions are the northeast (oilsands) and metropolitan (corridor between Edmonton and Calgary).
Alberta Land Stewardship Act is new and powerful. When a regional plan is created, it takes precedence over any other plan for that area of the province. A management system is being developed to track the success of implementing the regional plans. 2 regions have plans inprocess - Lower Athabaska and South Saskatchewan (water development).
Plan for the diversity of topography and other region specific aspects to take advantage of any potential economic, social or environmental opportunity for that region. Plans are reviewed every 5 years and under go a major overhaul every 10 years. Minister Bill Knight is charged with control of the process and reports to Alberta Cabinet. Government departments that manage provincial assets such as surface water, ground water, recreation, agriculture, energy, forestry have to now coordinate through this act - individual projects do not drive the process - ultimate total of all projects coordinated for the region will drive which projects get approval. The plan is to prevent adverse effects on air, water (quality/quantity), land - manage the cumulative effects modified by social expectations.
